POSITION:                    CODE ENFORCEMENT OFFICER                   
DEPARTMENT:             COMMUNITY DEVELOPMENT                       
STATUS:                      NON-EXEMPT
REPORTS TO:              COMMUNITY ENFORCEMENT SUPERVISOR
SHIFT:                           FT REGULAR-40 HOURS PER WEEK
SALARY:                      $14.56 HOURLY/ $30,284.80 ANNUALLY

GENERAL DESCRIPTION:

Reporting to Community Enforcement Supervisor and/other designated supervisor, this employee is responsible for the enforcement of all Code Enforcement in accordance with City ordinances and departmental rules and regulations.  Work includes patrolling City streets enforcing City Codes as they relate to weeds, trash, junk, and abandoned vehicles. Work involves an element of personal danger due to unknown property conditions and personal contacts.  Other duties include preparation of reports and maintenance of assigned vehicle.  Employee will be responsible for issuing notices, writing criminal/noncriminal citations, and testifying in court. This position requires a willingness to work irregular hours, including weekends and holidays as necessary. 
TASKS AND RESPONSIBILITIES:

1.   Inspects assigned areas of the City to enforce provisions of property maintenance, junked vehicle, weed and rubbish ordinances and other codes as assigned.           
2.   Enforce state and local regulations regarding substandard housing and junk vehicles to preserve the health, safety and welfare of the community.
3.   Responding to reported code violations, check out violations and make contact with the property owner or   person in violation. 
4.   Respond to calls from dispatcher and react in a calm, professional manner. 
5.   Issue citations for violations of ordinances and statutes.
6.   Explain ordinance provisions to citizens.  Counsel citizens regarding the nature of the violation and any
actions required for compliance.
7.   Conduct follow-up inspections as necessary.
8.   Maintain a log and prepare necessary reports as required.
9.   Coordinate activities with office and clerical staff to ensure proper notification to citizens.
10.  Maintain vehicle and perform routine cleaning.
11.  Responsible for preparing complaints for legal action against violators of City Ordinances and testifying in court.
12.  Maintains files for permanent City records as necessary.
13.  Researches property ownership.
14.  Performs related duties as required .

KNOWLEDGE, EXPERIENCE, AND SKILLS:

1.    High school diploma or equivalent.
2.    Ability to educate, enforce, read, and interpret City ordinances, state, and federal law.
3 .    Ability to work with the public in a diplomatic manner.
4.    Ability to establish and maintain effective working relationships with the general public and other City
departments, and to find appropriate solutions to problems.
5.    Ability to communicate effectively verbally and in writing.
6.    Ability to communicate with people in stressful situations.
7.    Ability to prepare reports and document evidence of violations.
8.    Valid, current New Mexico Driver’s License with satisfactory driving record required.
9.    Must be at least 18 years of age.

WORK SCHEDULE :

The regular work week is 40 hours.  Schedule may vary according to demands of job.  Early or late hours may be necessary.  Days may vary as required.  Schedule will be established by supervisor.  Subject to call – back, weekends and holidays as necessary. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT :
  1. Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
  2. Frequently lift and carry up to 25 pounds.
  3. Occasionally lift and carry up to 50 pounds.
  4. Frequently walking, squatting, bending, twisting, climbing and kneeling required.
  5. Occasionally required to reach with hands and arms, climb or balance, stoop, kneel, squat, crouch, and crawl.
  6. Noise level in environment is usually moderate.
  7. Ability to drive, occasional long distances.  
  8. Ability to coordinate eye, hand and foot movement in order to operate a vehicle.
  9. Must possess ability to adapt to inclement weather conditions and/ or situations.
  10. Primarily works outside.  Inside work necessary as needed.
TRAVEL REQUIREMENTS:
  1. Limited travel – ability to travel for meetings, training or workshops may be required.
  2. Overnight travel may be required.
PRE-EMPLOYMENT REQUIREMENTS:

1.   Must pass a background investigation including work history, criminal records, driving records and other records deemed necessary.
2.   Must pass a post-offer pre-employment drug screen administered by a City-designated facility.

CONDITIONS OF CONTINUED EMPLOYMENT:
  1. Candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
  2. Employees must maintain a source of communication for off duty work related communications.
