Job Description
Essential Duties & Responsibilities:
- As the seasoned Senior PCS Specialist, performs all levels of functions associated with instrumentation and process control systems.
- Performs Quality Assurance/Quality Control (QA/QC) reviews of instrumentation and control systems, including analyses and issue resolution recommendation for all instrumentation and control systems.
- Identifies and defines the technical requirements applied to the design, development, implementation and management, and support of instrumentation and control systems; including the definition and maintenance of instrumentation and control systems standards. Participates during the design, construction and commissioning of capital improvement projects.
- Performs system administration for Programmable Logical Controllers (PLCs), Operator Interface Terminals (OITs) and related communication networks; including, redesign and re-programming.
- Performs complex troubleshooting, repairing and maintenance of all PCS components and develops and implements PLC and PCS based graphics, control logic and reports. Performs QA/QC reviews of Variable Frequency Drives (VFDs) and valve actuators installations and performs QA/QC reviews of Computerized Maintenance Management System (CMMS) Data, including review of current work practices and define modifications for improvement. Retains ownership of Process Engineering Maintenance Design Standards, Standard Specifications, Design Details, and applicable loop and point to point diagrams for Blue Plains.
- Fully supports the use of a CMMS by displaying a proficiency in using the system and dedication to the facility maintenance philosophy. Performs CMMS data entry and work order close-out in a thorough and timely fashion.
- Conducts training sessions for instrumentation and control personnel.
- Complies with applicable safety rules and regulations.
- Operates Authority vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate Authority personnel.
- Prepares accurate and clear reports, composes correspondence, and maintains appropriate records.
- Performs other related duties and projects as assigned at the discretion of the immediate supervisor.
Key Working Relationships: Interacts with employees in the department and throughout the Authority, contractors, and consultants.
Required Experience:
Thorough knowledge of computer-based systems and networks and the principles and practices of industrial electronics, process monitoring and control, instrumentation and equipment.
Minimum Education Requirements:
- Bachelor’s degree in Computer Information Science, Technology Management or related field from an accredited college or university and five (5) years of progressive experience related to instrumentation/controls maintenance and writing control strategies and software programs for digital process control equipment coupled with instrumentation/measurement and control;
- Or, an Associate’s degree or equivalent in Computer Information Science or related technology from an accredited college, university, or trade school and eight (8) years of progressive experience related to instrumentation/controls maintenance and writing control strategies and software programs for digital process control equipment coupled with instrumentation/measurement and control.
Required Skills:
- Skill in installing, calibrating, troubleshooting and providing corrective maintenance of devices and circuits and networks utilized in automated industrial process control systems.
- Skill in reading and writing sketches, blueprints, control diagrams, relay ladder logic, programming software, and other technical documents.
- Demonstrated ability to use a wide variety of electric/electronic test equipment and computers to diagnose and correct equipment and process control systems problems.
- Skill in communicating effectively with others, both orally and in writing.
Required Licenses & Certifications:
- The incumbent must possess and maintain current or acquire within 9 months from date of hire and maintain current, certification from the International Society of Automation designation of Certified Control Systems Technician CCST III or equivalent.
- Must be able to pass fit test for use of respirator. Must possess and maintain current or acquire within 9 months from date of hire, confined space entry certification.
- Must possess and maintain current a valid Motor Vehicle Operating License.
Physical Requirements:
May work indoors and/or outdoors, frequently exposed to any or all of the following various weather conditions, high or deep dangerous places, confined space, working near moving mechanical parts, risk of electric shock, vibration, fumes or airborne particles, chemicals, etc.
Requires moderate physical activities, such as occasionally performing the following:
- Lifting, pushing, or pulling light or moderately heavy objects/materials (up to 50 lbs.)
- Climbing up and down ladders, stairs, scaffolding, ramps, poles, etc.
- Balancing (to prevent falling) when standing or crouching on narrow, slippery, or erratically moving surfaces.
- Bending, stooping, kneeling, crouching, etc.
- Crawling or moving about on hands and knees or hands and feet
- Standing or walking for long periods
- The incumbent is subject to being placed on call during hours and schedule identified by the Authority.
- The incumbent may be required to work overtime, holidays, and weekends.
